Article 1- The purpose of this Regulation is to determine the other provisions indicated and deemed necessary in the Regulation and the principles and procedures for their implementation, regarding the measures to be taken in matters concerning traffic safety and ensuring traffic order on highways in terms of life and property safety, in accordance with the Highway Traffic Law No. 2918.

Scope and Basis

Article 2- This Regulation has been issued based on the Highway Traffic Law No. 2918 and is to be applied on highways within the framework of the provisions of this Law and, unless otherwise provided, in the places listed in Article 2 of the Law;

a) Traffic-related rules and their implementation,

b) Traffic regulation and control,

c) Vehicle registration, technical conditions, inspections and measures to be taken during their use on highways,

d) Vehicle drivers' exams and issuance of their documents,

e) Rights and obligations of highway users, their training,

f) Duties, authorities and responsibilities of implementing boards and organizations, cooperation and coordination order,

g) Other traffic-related issues,

It covers the provisions regarding the principles, procedures, forms and conditions on related issues.
