A displaced seat does not mean removing the seat. The definition of accessible seat connections is included in Annex II, Part C of MARTOY.  Seat connections, welding, etc. If it is modified in a way that it cannot be reconnected by permanent methods, the seat is considered to be removed.  In seat addition, it is required that the connections in all categories comply with Annex VII article 1.15, and also article 1.19, article 1.31 in terms of seat belts in the annex of this Regulation. M2 and M3 categories must also comply with Annex VII article 1.50. In case of seat removal, there is no need to perform any cutting, welding, etc. operations on the rails to which the seats are connected.  How the connection or removal was made will be written in the report, connection detail pictures and assembly instructions will be added to the report.  In seat modifications made to M2-M3 category vehicles with a certificate of conformity date before 13/02/2009, it is not necessary to seek compliance with Directive 2001/85/EC.
